Norway initiates discussions with France on nuclear security collaboration

Norway has expressed its readiness to engage in discussions with France regarding the role of French nuclear weapons in enhancing security across Europe. This announcement was made by Foreign Minister Espen Barth Eide during a session in the Norwegian parliament on Tuesday.

“We are ready to discuss this within the framework of a partnership agreement with France. But our nuclear policy remains firm. We will not have nuclear weapons on Norwegian soil in peacetime,” he stated.

Shifts in European security strategies

This move by Oslo reflects a growing trend among European nations to reassess their security postures, particularly in the context of heightened tensions following Russia’s invasion of Ukraine and concerns over dependency on U.S. security assurances amid shifting political landscapes.

Eide’s remarks come on the heels of a declaration from French President Emmanuel Macron, who indicated that Germany, Sweden, Denmark, Poland, the Netherlands, Belgium, and Greece have agreed to engage with France regarding its nuclear deterrent capabilities. Macron announced plans for France to establish “exchange bodies at the political level” with these seven nations in the near future. This cooperation is expected to involve access for European allies to French “strategic locations,” joint military exercises, and the potential temporary deployment of French nuclear-capable Rafale fighter jets in various countries.

Strategic defense negotiations

According to Eide, discussions surrounding nuclear capabilities will be integrated into broader negotiations aimed at forming a strategic defense agreement with France. He emphasized that Norway, regarded as one of Europe’s most pro-U.S. countries, will also seek to enhance collaboration with other key allies, including the United Kingdom, Germany, the Netherlands, and Poland. “This is part of our hedging strategy,” he added, highlighting Norway’s commitment to fortifying its defense posture in an increasingly complex global security environment.
