In a significant development concerning the tragic shipwreck in the Mediterranean that claimed the lives of hundreds of migrants, an independent investigation has urged disciplinary action against eight coastguard officers. This recommendation comes from Greek Ombudsman Andreas Pottakis, who initiated the inquiry following the coastguard’s refusal to undertake its own internal investigation, even after pressure from Frontex, the European Union’s border and coastguard agency.
Details of the shipwreck incident
The June 2023 disaster, which occurred off the coast of Pylos, has been a focal point of concern for humanitarian agencies. While 82 bodies were recovered, estimates from United Nations refugee and migration organizations suggest that as many as 650 individuals may have lost their lives while attempting to reach Europe from Libya.
The comprehensive 158-page report by Pottakis highlighted a troubling pattern of “serious and reprehensible omissions” in the search and rescue responsibilities handled by senior officers of the Hellenic Coast Guard. Furthermore, it noted “clear indications of culpability” under criminal law for these officers in relation to their management of the tragic event.
Implications and next steps
Among those implicated are senior officers, including the commander, who have been summoned to testify as suspects in the matter. The investigation revealed that “crucial evidence” was allegedly withheld, particularly concerning claims that the coastguard had towed the distressed fishing vessel during the incident.
The ombudsman’s office stated, “The actions and omissions of the implicated officers during the handling of the incident … constitute the offences of deadly exposure to danger, as well as exposure to endangering the life, health and physical integrity of those on board the Adriana fishing vessel.”
The findings of this report have now been forwarded to the shipping minister for appropriate disciplinary action and to prosecutors at the Piraeus Maritime Court for further legal examination. As of now, the Coast Guard has opted not to provide any comments on the ongoing situation.
